By default, any Layout affected by a new Change (since the last Transmittal Set was closed) automatically gets a new Revision ID. This is shown in the Revision History panel of Layout Settings, in the Navigator, and in the Revision History stamp of the Layout.

Use the New Transmittal Set or the Transmittal Set Details dialog box to define the logic for numbering the Layout Revisions for the current Transmittal Set. Two checkbox control this function.
Revision IDs for the Project’s First Transmittal Set
For the project’s very first Transmittal Set, the second checkbox is always activated. All Layouts of the project are “new” (all are listed in blue), and all are added to the Transmittal Set. This means that all Layouts will be assigned a Revision ID.
Default Revision Numbering for All Subsequent Transmittal Sets
For subsequent Transmittal Sets, by default, neither box is checked. This means that a new Layout Revision (with a new Revision ID) is created only if a Change has been added to the Layout (either by hand, or automatically when a change is linked to an element shown on this Layout).
Override Layout Revision Numbering Logic
The two checkboxes provide different methods of Layout Revisioning.
•Create New Revision in all included Layouts: Every Layout that is added to this Transmittal Set is assigned a new Revision ID (even if it doesn’t contain any Changes).
In other words, if you add a Layout to the Transmittal Set, it gets a new Revision number. This is a simplified Revision numbering logic that is independent of any Changes.
•Override Revision ID of all included Layouts: Use the Transmittal Set ID as the Revision ID for all Layouts in this Transmittal Set.
In other words, all Layouts in this Transmittal Set get a single, uniform ID, which is the same as the Transmittal Set ID. This can be useful at a stage of the project when you want a different, simplified Revision numbering logic.
Revision IDs can be modified in the Revision History and the Navigator only if
•the Layout Revision has not been transmitted yet
•the Revision ID has not been overridden by the Transmittal Set ID (using the first checkbox in Transmittal Set Details)
